Double-layered valances
Many manufacturers use the term loosely for their products, so be aware. A true double-layered valance has two layers of fabric spanning across the entire panel of the valance, from left hem to right hem, from rod pocket to bottom hem. Each layer of fabric itself is also lined.
What to look out for
Since each fabric panel must be lined, a true double-layered valance actually has four layers. Two layers of home decor fabric, with each of those fabrics having its own layer of lining behind it. A valance with a partially inserted accent fabric will create a seam line when illuminated from behind.
You should also look out for cording and piping. They can hide flaws, like stitching errors or uneven measurements. Stiff cording or piping can also push your valance out, making it too wide for your window at the bottom of the valance.
